Blue Valley Cluster Launch Marks a New Era in Northeast India’s Bio-Industrial Transformation

A landmark step toward building a transcontinental bio-industrial ecosystem was taken today with the formal launch of the pilot initiative under the European Blue Valley Cluster for Fragrances, Flavours, AYUSH, and Food Processing, a first-of-its-kind pan-continental 4P (public–private–people partnership) model connecting Northeast India, Bhutan, Europe, and key Asian R&D hubs including Taiwan.

The ceremonial bhoomi poojan for the pilot project was jointly performed by HCM (Hon’ble Chief Minister) and Ambassador Hervé, marking the beginning of on-ground implementation of the INLAMOBI-led Blue Valley initiative in Assam.

The cluster, anchored in India’s Northeast with Assam as its strategic base, positions Guwahati as the operational hub hosting the Programme Management Office (PMO) and a proposed Skill University. The initiative will extend across all eight Northeastern states, creating an integrated value chain spanning cultivation, extraction, biotech processing, formulation, quality assurance, certification, and export compliance.

At its core, the European Blue Valley Cluster aims to build export-grade ecosystems around more than 7,500 medicinal and aromatic plant species native to the region. The model emphasizes circular and climate-smart industrial growth, combining AI-enabled supply chain intelligence, biotechnology, nanotechnology, and digital traceability systems to ensure global competitiveness and transparency.

The initiative also integrates advanced agro-processing zones designed to minimize waste by valorising biomass, while strengthening international certification and compliance frameworks for global markets in fragrances, flavours, AYUSH products, and food processing.

A major highlight of the programme is its strong focus on human capital development. From farm-level training to enterprise leadership and research-driven innovation, the cluster is designed to build a full-spectrum skilling and higher education pipeline aligned with global industry standards.

INLAMOBI, headquartered in Brussels with its Programme Management Office in Assam, serves as the neutral lifecycle orchestrator for the cluster. It functions as the single-entry platform for industry onboarding, governance coordination, pilot implementation, investment facilitation, market access, and cluster-to-cluster global partnerships. Speaking on the occasion, Vijaya Koumar, Founder and Managing Director of INLAMOBI and the European Blue Valley Cluster, emphasized that the initiative represents “Asia’s next bio-industrial frontier,” built on the convergence of biodiversity, advanced science, and inclusive economic development.

He noted that Northeast India’s rich ecological base and Bhutan’s sustainability-driven development philosophy make the region uniquely positioned to lead a global shift toward regenerative, circular bio-economies.

The Blue Valley Cluster is expected to catalyze new investment pathways, strengthen cross-border research collaboration, and open large-scale export opportunities in high-value natural ingredient industries.

With its blend of public policy support, private sector participation, and community-driven engagement, the initiative is being seen as a transformative model for sustainable industrialization in biodiversity-rich regions.
